Why 7 innings in high school baseball and 9 in MLB?

High School baseball is often played after school and may not start until around 4:30, with the limited number of fields with lights, the number of total pitchers on a team, and potentially cold weather in early spring makes 7 innings a logical length for a high school baseball game.

Major League Baseball rosters have 25 total players with as many as 14 of those players being pitchers.  5 are typically in the starting rotation, which leaves around 8 or 9 to work out of the bullpen. 

High School rosters, especially at smaller schools, do not have the luxury of having rosters this size.  MLB players specialize in being a position player or a pitcher.  Very few in recent history do both.
